Explanation
Use there is with one thing: There is a bank.
Use there are with many things: There are three restaurants.

Can / Cannot for Ability
Use can to talk about things you are able to do. Use cannot or canβt for things you are not able to do.
Rules
Positive: I can speak English.
Negative: I cannot speak French. / I canβt speak French.
Question: Can you cook? Yes, I can. / No, I canβt.
